Categories 013 and 023 are both used in the Financials.  Category 023 is new as of version 6.1.

1)   Category 013 - Current Accounting Calendar

This category is used during posting by AP, AR, and IA, representing the current accounting calendar that these modules will use.  In version 5.1 and earlier, AR, AP, and IA need to be distributed to the General Ledger for the ending year's final period before you can change the data in category 013 for the new year. 

Note:    You must update category 013 before any of the supplemental IA reports can be run for period 1 of the new year.  In version 5.1 and earlier, the Current Accounting Period field will need to be updated to reflect the new period after final posting for IA, AP, and AR is done.  In version 6.1 and later versions, this field is moved to category 023.

2)   Category 023 - Current Accounting Periods

After posting is done for the year that is ending, the IA and AR period and year needs to be updated to represent the new year.  AP will update itself automatically.  This category is updated the same as with normal monthly processing, simply incrementing the month one count.  Please note that with version 6.2.2 and later versions, all three modules, not just AP, will update this Current Accounting Period field automatically to reflect the new period after the final post at year-end.
