Simulated Rate Change Flag

Indicates that simulation parameters affect the labor or overhead rates for a rate code/workcenter.  This flag is maintained by the system.  It is set on automatically during the cost simulation process.  When a simulated product cost generation is performed in net change mode, this flag is used to detect workcenters with modified simulated costs and to regenerate simulated costs for all parts using the workcenter.
