Current Rate Change Flag

Indicates that the current labor or overhead rates associated with a workcenter have been modified.  This field is maintained by the system.  It is set on automatically when workcenter rates are changed.  When the product cost generation process is run in net change mode, this flag is used to detect workcenters with updated costs and to regenerate costs for all parts that use those workcenters.
