Beginning Month/Year

The first month and year when the standing payable will be active.  It will remain active until the ending month/year.  If both the beginning and ending month/year are entered, the beginning month/year must occur first.  If this field is left blank, the standing payable will become effective immediately.  Valid values for the month are 1-12.
